Bump release artifact actions and iniconfig - #151

Combines the three open Dependabot updates into one integration unit so CI runs once: actions/upload-artifact 7.0.1 to 7.0.2, actions/download-artifact 8.0.1 to 8.0.2, and iniconfig 2.3.0 to 2.3.1. The pinned action SHAs match the upstream release tags. The plugin package is unchanged, so VERSION stays. Co-Authored-By: Claude Opus 5.5 <[email protected]>
