Add baseline CI workflow

Adds a lightweight GitHub Actions validation workflow for Python 3.11.

Closes #4

Changes

• Runs on pushes and pull requests targeting main
• Compiles app.py with Python 3.11
• Runs Ruff without installing the heavy ML dependency stack
• Excludes the local virtual environment and model assets

Validation

• python -m py_compile app.py passes locally
• Ruff findings are reported without failing the baseline while the monolith is being refactored
