Why

To hand a group of PRs to an agent ("which of these are ready to merge?") you currently copy them one by one. This makes the whole group one click.

What changed

• Hovering a deck section header (Needs attention, Waiting, Pinned, …) or an Inbox role header (Your PRs / Needs your review) shows a copy button; right-click offers Copy PR List (N).
• New pure PRListExport builds the list: one [repo#n](url) title line per PR plus a status line (author, draft, CI, review, conflict, unresolved threads, size, branch → base). Stack members are included even when collapsed.
• Hover state lives in a per-header HoverReveal, so hovering never re-renders the deck.
• New copy_pr_list triage telemetry value, documented in docs/telemetry.md.

How to verify

Build Debug, hover Needs attention, click the icon → toast "Copied N PRs: …"; paste. PRListExportChecks.run() asserts the format at launch.
