ProximalBase 0.4 redesigns AtomIterate and removes the weights of ProxL2; DiffPrecTest uses neither. CoordinateDescent 0.4, which DiffPrecTest requires, still requires ProximalBase 0.3, so the tests keep resolving 0.3.2 until DiffPrecTest also allows CoordinateDescent 0.5.1 or later.
