The main ruleset already requires a code owner's review, but with no CODEOWNERS file that rule had nothing to enforce. Both maintainers now own the whole repository, and CONTRIBUTING says the approval must come from one of them. Co-Authored-By: Claude Opus 5.5 <[email protected]>

This adds.github/CODEOWNERS, making both maintainers owners of the whole repository:Once this merges, every PR needs an approval from one of them. The ruleset also requires the approval to come from someone other than whoever pushed last, so each maintainer's PRs need the other's approval.
CONTRIBUTING.mdnow says the approval must come from a code owner.GitHub's CODEOWNERS validation reports no errors on this branch.
