Windows launch helpers for Skill Recorder
This adds a small set of Windows-only convenience scripts and a setup guide so contributors can build and run Skill Recorder from source on Windows with minimal friction.

start.bat — One-click dev launcher. Verifies Node.js ≥ 24 (a hard requirement for this project), sets ELECTRON_MIRROR so the reviewed Electron binary downloads from a reachable mirror, then runs npm run dev. Ends with pause so any startup error is actually visible instead of flashing by.

stop.bat — Cleanly stops only Skill Recorder's own Electron process. It matches processes by their command line (skill-recorder) and explicitly excludes cmd.exe, powershell.exe, and conhost.exe, so it will never accidentally kill VS Code, Discord, or other Electron-based apps running on the same machine.

copilot-login.bat — Runs the GitHub Copilot CLI login from a plain cmd.exe. Copilot authenticates through a browser OAuth flow (the authorization happens in your browser; no code is ever shown in the terminal), which is the reliable way to sign in on Windows.

WINDOWS.md — A Windows-specific install/launch/login guide. It documents the required reviewed-Electron install step (npm run electron:install-reviewed), the Copilot web-login flow, and—importantly—the rule that these .bat files must be pure ASCII with no UTF-8 BOM. On Chinese Windows (default GBK code page), a BOM makes cmd.exe misread the first line echo (@echo) off, causing the script to flash open and immediately close. Keeping the scripts ASCII-only with no BOM avoids that entirely.
