Update agents channel conversation ID processing to support change in agents:email channel behavior #401

Agent:Email channel behavior recently introduced /'s in the conversation ID that is breaking our channel contract due to missing html encoding of the URL and URL length restrictions of the upstream API service.

For agents:* channels we need to URL Encode the trimmed conversation ID as a safety check for further 'creativity' when sending to the upstream APIs

Fix should be addressed in this code:

    if (
      (activity.channelIdChannel === Channels.Msteams || activity.channelIdChannel === Channels.Agents) &&
      (activity.from?.role === RoleTypes.AgenticIdentity || activity.from?.role === RoleTypes.AgenticUser)) 

which is checking to see if the base channel is Msteams or Agents, and the Role is either AgenticUser, or AgenticIdentity
