Resolve inconsistent channel ID being provided to TokenService for User Auth #396

issue surface as the fallback code flow surfacing in BizChat unexpectedly.

This issue has been tracked down to token request state including the fully qualified channel ID vs jus the root channel ID, while the requesting channel ID is the base channel.

Resolve using the same Channel ID across all commands for token service.
