Memo Labs fleet tracker: memolabs-dev/.github#71. Add versioned, executable pre-commit hook plus idempotent installer from pnpm lifecycle, guard staged whitespace/private files and parse staged JS/JSON source from the Git index with Node. Add no-dependency negative Git hook test to the existing tests glob. No model/API runtime or CI workflow changes. Let Mergify handle merge only on full green CI.
