Quality fleet: finish reproducible pre-commit coverage across maintained Memo Labs repos #71

Scope and evidence (2026-10-28)

GitHub default-branch tree audit: 48 organization repositories. Initially, 4 had conventional pre-commit configuration (clinical-data-knowledge-foundation, emargo, navirox, mediterranean-rescue). This rollout adds hooks to project-template, memo-orbit, memo-bridge, guilloche, guilloche-workspace, freelance-growth. Note: a config file alone does not prove the hook is locally activated.

Acceptance criteria

1. Classify each repo as maintained software, docs/config only, vendored/test fixture, or no longer active. Do not add redundant dependencies or modify archived/third-party projects.
2. For maintained software, install a fast staged hook (whitespace, credential-file guard, stack-specific lint/format/typecheck) and a reproducible installer. No full E2E on every commit.
3. Prove a negative staged commit fails, a valid one passes, and CI continues to enforce the full checks.
4. Confirm local core.hooksPath and the hook's executable mode on Mac without disturbing another session's worktree; verify repo by repo.
5. Close checklist items only after PR merged and runtime checks observed; report any exceptions.

Personal-owned non-fork repos are separately in scope; a second tracker may be used for that ownership boundary.
