Following the MinGW/CMake build fixes from #45, this adds a GitHub Actions workflow for building MAXR on Windows with MSYS2 UCRT64.
The workflow uses the same toolchain that was used to reproduce and test the MinGW build locally:
It performs the following steps on a fresh Windows runner:
The workflow has been tested successfully on the fork and completed with a green run.
