Fix Kotlin ArrayBuffer reads to return unsigned bytes and enable the two excluded cases. Debug runners reject platform exclusions, and Swift's exclusion marker is only compiled in Release.
After an individual failure or timeout, continue the remaining cases in a fresh Hermes runtime and report all failures. Bundle setup failures still stop the suite.
Validation: full standalone iOS and Android Debug suites passed with zero skips. Hermes recovery checks passed under ASan and UBSan; test-runner typechecking, helper tests, and formatting checks passed.
