fix(release): flip the exact fuse set the free EVS accepts - #120

The 0.1.0-alpha VMP signing failed with "Binary signature denied". The free EVS only signs the fixed fuse wire listed in the castLabs FAQ; a subset is refused too. after-pack flipped five of the eight, leaving cookie encryption off. It now writes the whole set.
