Overview
Updates the git_integration service lockfile so python-multipart resolves from 0.0.22 to 0.0.31 (pulled in via FastAPI’s standard extras for multipart/form parsing).

No application source changes—only uv.lock artifact hashes and version pins. The upstream release adds parsing hardening (header name bounds, non-negative Content-Length, boundary/header limits) and minor behavior tweaks to urlencoded and Content-Disposition handling that could affect edge-case form uploads.
