Summary

  • upgrade dev-standards adoption from 1.1.0 to 1.4.0
  • enable public standards drift via krav01/go-ci-standards
  • pin the public reusable workflow to immutable commit 46c957083701ed4d041228babee6e5d32c944c0e
  • preserve the existing stronger project-specific verification pipeline

Reasoning

The public repository can now consume a public reusable workflow safely. The generic reusable Go CI is intentionally not enabled because the existing Verify Usage Billing pipeline is materially stricter and replacing or duplicating it would either reduce assurance or waste Actions resources.

Risk

The public drift check is advisory only. Existing project CI remains authoritative.
