Track direct and transitive action commits in actions.lock and verify coverage and provenance in CI. Preserve existing action versions except for the approved maintenance Action v2 adoption.

This records workflow action dependencies and their transitive commits in
actions.lock, and adds an online verification workflow. Existing action commits are preserved, except for the approved maintenance Action v2 adoption where applicable. Existing mutable references are locked to their resolved commits.Renovate and Dependabot keep ownership of version updates. Existing package cooldowns are preserved; separate Actions maintenance is added where the maintenance Action is already configured. Reusable workflow calls retain SHA pins.
The official online verifier and the new verification workflow lint pass. Existing lint findings remain; zizmor 1.31.1 does not yet recognize lockfile coverage.
