docs: add Python API v2 reconciliation ledger

Summary

Reconcile the remaining Python API v2 audit work for #2689 without duplicating the documentation and startup slices owned by #2821 and #2829 through #2834.

Included

• Inventory all nine Python packages and seven retained samples.
• Record remaining support, documentation, execution, and legacy-reference gates.
• Correct the CrewAI integration README: the wrapper has an in-memory A2A task store and does not configure Kagent-backed CrewAI memory or Flow persistence.
• Identify remaining pre-closure blockers: Currency end-to-end coverage, the final classified repository search, and a CI guard.

Deliberately Deferred

This draft does not claim completion and does not modify files owned by the existing #2689 slices. It must be rebased after those PRs merge, then resolve remaining evidence-backed references and add the required validation.
