fix: pin MySQL to the 9.7 LTS line - #5

Dependabot moved the image to 26.7, an innovation release with short support. Pin mysql:9.7 (current LTS) and ignore minor/major bumps so only LTS patches are proposed. Docs (EN/ES) and CHANGELOG updated, including the no-downgrade caveat for existing volumes. Co-Authored-By: Claude Opus 5.5 <[email protected]>
