Summary

Pin the lint toolchain:

• oxlint 1.89.0 → 1.90.0
• @oxlint/plugins 1.89.0 → 1.90.0 (same release line as oxlint)
• oxfmt 0.74.0 → 0.75.0

nub run format:fix with oxfmt 0.75.0 rewrote no source files. .npmrc minimumReleaseAgeExclude now names the 1.90.0 and 0.75.0 builds. These versions are older than the 24-hour gate; the exclude list stays aligned with the pins.

release:none: devDependency pins. No SolStatus API change, so this pull request does not add a Tegami entry.
