Clear two new audit advisories: certifi 2026.10.19 and vite 8.3.5 - #151

pip-audit started failing every backend job on 2026-10-21 on an advisory published against certifi 2026.7.22, fixed in 2026.10.19. It blocked the three open Dependabot pull requests (#148, #149, #150), none of which touches certifi — two of them only bump the frontend. certifi is a leaf: nothing in constraints.txt pins it exactly, and it depends on nothing, so one line is the whole change. Installed against the constraints locally; `pip check` finds no broken requirements. Co-Authored-By: Claude Opus 5.5 <[email protected]>
