Summary

• Close every expected urllib.error.HTTPError response in the loopback browser tests.
• Prevent delayed Python 3.14 resource warnings from surfacing as failures in unrelated tests.
• Make the Python 3.14 runtime matrix reject ResourceWarning and PytestUnraisableExceptionWarning regressions.

This changes test resource lifecycle and CI coverage only; user-visible runtime behavior is unchanged.
