Prove fixed approval authority and a sticky observed-write seal - #48
An agent can change an artifact and its writable local reference together, or edit and restore the artifact before an endpoint check. This adds a small Agda model showing why those comparisons are insufficient and proving that a fixed approval anchor plus a protected observed-write latch rejects both traces.
AS-1..AS-8 establish acceptance binding, anchor preservation over finite agent traces, sticky history, rejection after observed writes, local-reference irrelevance and clean-state acceptance. An explicit root-replacement counterexample exposes the trust boundary. Nat represents exact model identity, not an injective cryptographic hash. No runtime monitor, authentication, semantic safety or end-to-end scanner guarantee is claimed.
Validation: the unchanged baseline passed locally under Agda 2.6.4.3; the extension passed all 23 source checks with the unchanged 23-location warning audit, all 17 intended semantic rejections, and four isolated deterministic mutants (20-second limits). The new module independently checks with warnings as errors and no suppression. The full gate now includes the mutation controls. Hosted Proof Safety also passed at source revision 91038dd6c2a535947178d429fc80ff543f0f32fe: run 41708617511, including the core/mutation gate and canonical Echo correspondence. The job logs were inspected for the actual 23/17/4 counts. CodeQL passed too. Historical/local wording in the source ledger predates this hosted receipt; this receipt covers the exact source revision above.
Review the threat model and exact theorem statements before runtime integration. In particular, external enforcement of the fixed root, complete observation, history persistence, authorized approval epochs, cryptographic binding and check/use identity remain open. This is the first bounded proof phase; it does not merge Pons, panic-attack, proven-tests-and-benches or cicd-squabbler.
CI cordon: Governance and Secret Scanner fail before any jobs execute on this branch (governance, secret scanner). The same zero-workflow success gap exists on the unchanged base 390456d (governance, secret scanner). No workflow or security requirement was disabled. These unresolved checks and independent review remain blockers to merge; proof success is not an all-CI-green claim.
No actionable comments were generated in the recent review.
Summary
Summary by CodeRabbit
New Features
Added a formal approval-seal model covering artifact changes, local-reference changes, approval outcomes and the model’s trust boundary. The model does not represent deployed enforcement or verify artifact safety.
Documented the model’s guarantees, limitations and outstanding obligations.
Tests
Expanded verification coverage with rejection cases and mutation checks for approval-seal properties.
Added these checks to the standard verification run.
Documentation
Updated verification records with local results and a hosted verification receipt. Independent semantic review remains outstanding.
The change adds an Agda approval-seal model with proofs and counterexamples. It adds rejection fixtures and mutation checks, connects them to repository policy and build checks, and records the model’s scope and verification status.

Summary
Model state, gate and proofs src/EpistemicTypes/Applications/ApprovalSeal.agda, src/EpistemicTypes/All.agda
The model defines approval state, agent actions and verdicts. It proves anchor preservation and sticky seal-breakage properties. It includes reductions for resealing, artifact restoration and root replacement. The module is imported but not publicly re-exported.
Rejection and mutation checks tests/check-approval-seal-mutations.sh, tests/check-policy.sh, tests/check-rejections.sh, tests/reject/*, scripts/check.sh, coordination.k9
Four rejection fixtures and four isolated mutation checks cover approval-seal properties. The policy inventory and build checks include the module, fixtures and mutation script.
Scope and verification records docs/applications/approval-seal.adoc, PROOF-NEEDS.adoc, PROOF-STATUS.adoc, coordination.k9
The documentation describes the model’s scope, stated properties, verification results, limitations and open obligations. Repository records update corpus counts and report local and hosted verification, alongside remaining open checks.
hyperpolymath/epistemic-types#47: Establishes the policy and proof-gate framework extended here with the ApprovalSeal module, fixtures and mutation gate.
Synchronize the verification records with the extended corpus and hosted receipt before merging.

Explanation
The title names the two main aims of the change: a fixed approval authority (the anchor) and a sticky observed-write seal. The changeset adds the ApprovalSeal Agda model, its proofs, the rejection fixtures and the mutation test, all of which match the title. The title is specific and does not use vague terms. It is 63 characters, within a normal length.
Full details: Description check
Explanation
The description states the purpose of the change: an agent changing an artifact with its local reference, or editing and restoring an artifact before an endpoint check. It explains the Agda model, the AS-1 to AS-8 statements, the root-replacement counterexample, the validation runs and the open trust-boundary items. This relates directly to the changeset, which adds the ApprovalSeal model, the rejection fixtures, the mutation script and the gate updates.

The policy description still says 22 modules and 13 fixtures. Ledger row C-1 still describes 13 intended rejections. The current manifests contain 23 modules and 17 fixtures, so these statements underreport the current checks. Update both statements; retain the separate 22/13 counts for the historical hosted receipt. (raw.githubusercontent.com)

Synchronise the P0 verification inventory and hosted-receipt status.
P0-1 and P0-2 still describe the previous 22-module and 13-fixture corpus, although the current corpus contains 23 modules and 17 fixtures. Both rows are marked closed by a hosted receipt that covers only the previous corpus.
Update P0-1 and P0-2 for the current corpus and mark the hosted receipt as pending. Alternatively, label the existing rows as historical and add current rows. The local-results note reports 17 rejections and four mutation controls; it does not state 23 source modules, so no count or cross-reference needs to be added there.

Update the P0-1 and P0-2 verification inventory entries in PROOF-NEEDS.adoc to
reflect the current 23-module and 17-fixture corpus, and mark hosted
verification as pending rather than closed by the receipt for the previous
corpus; alternatively, retain those entries as historical and add current
entries.

78-85: Synchronise the P0 inventory with the current corpus.
The new note records 23 source modules and 17 rejection fixtures, but P0-1 and P0-2 still close 22 modules and 13 fixtures against run 41326349568. Update those rows for the extended corpus, or mark them as historical and add current rows.

Update the repository-wide gate inventory
Adding this 23rd source module, four rejection fixtures, and the mutation gate leaves several current inventory documents reporting the old build contract: README.adoc:227, docs/ci-safety.adoc:19-20, docs/what-epistemic-is.adoc:143-144, and the agent-facing 0-AI-MANIFEST.a2ml:39,115 still say 22 modules and 13 rejections, with the manifest also omitting the mutation controls. Anyone using those declared authoritative counts to interpret or reproduce just check now receives a materially incorrect gate description, so update the live documentation and machine-readable manifest alongside the inventory.
