chore(ci): replace Ruby Pages build with Bun/Node publisher

Replace the legacy Ruby/Jekyll Pages workflow with the estate-standard deterministic publisher. This removes the Jekyll workflow and Ruby lock pins, adds a Bun-first / Node 18 fallback build, preserves the repository's published data paths, and adds the Ruby tooling Dependabot ignores.

This is the mechanical Pages-only migration from the estate Ruby recon; no Ruby application behaviour is being removed.
