Summary

Part of howl-provider-core#4:

  • artifacts.redact/scrub delegate to provider-core 0.2.0 (redact, scrub) with HOWLDREAM_API_KEY as an extra literal secret.
  • Removes the unused NoRedirect handler (provider-core's guarded opener already refuses redirects).
  • Pins provider-core d5ae6d6; CI installs howlcreate ce393c2, which pins the same provider-core.

Test Impact Assessment

  • Existing redaction tests in test_contracts.py exercise the delegated functions unchanged.
  • Run: ruff format/check, flake8, mypy, full pytest against provider-core d5ae6d6 (251 passed).

Drops the local credential patterns (howl-provider-core#4), keeps the configured
HOWLDREAM_API_KEY as an extra literal secret, and removes the unused NoRedirect
handler. Pins provider-core d5ae6d6 and, in CI, howlcreate ce393c2, which pins
the same provider-core so pip sees one URL.
