Owner decision: ACMM L6 is Autonomous, not "Fully Autonomous". L6 still parks items for human decisions, honours hold, cannot grant secrets, org membership, or workflow pushes, and keeps an owner in the loop, so "fully" overstated the level.

Mirrors the hivecommons/hive PR on branch chore/l6-autonomous-wording (same wording change across the hive repo). Ladder is otherwise unchanged: L1 Inception · L2 Advisory · L3 Quality-Gated · L4 Security-Aware · L5 Semi-Autonomous · L6 Autonomous.

Changes: the ACMM section title ("from advisory to autonomous"), the L6 ladder card, and the L6 detail panel heading in index.html.
