Conversation
Add the opt-in ApplyWhileRunning profile setting and poll enabled targets for process start and exit. Serialize foreground publication with polling, preserve Gameplay Lock when recency changes, and clear sessions on pause or emergency suspend. Show the version in the tray menu and set the release version to 1.9.3. Add profile lifecycle and WPF binding regressions and release notes.

What this changes
Adds the per-profile
ApplyWhileRunningoption in Dashboard and Game Lab. Enabled profiles remain active on their selected displays while the executable runs, even when another app has focus. Focused profiles take priority; otherwise the first matching running profile in saved order is used.Polling verifies executable identity and restores ordinary display settings after the app exits. Foreground updates and polling are serialized, pause and the emergency hotkey clear sessions, and recency updates no longer reset Gameplay Lock.
Adds the current version to the tray menu, verifies the existing dashboard version binding, and sets the release version to 1.9.3 with release notes.
Fixes #9.
