chore: v0.2.0 DOI, tools crate upgrades, CI off on pull requests - #131

Zenodo minted 10.5281/zenodo.23524112 for v0.2.0. The README now gives each version DOI next to the concept DOI. The MIT line pointed at the concept DOI, which now resolves to the AGPL v0.2.0 release, so it points at v0.1.1's own DOI (23311209) instead. Both lockfiles were already at the newest semver-compatible versions, so the upgrades are the four major bumps in tools/. zenodo moves from ureq 2 to ureq 3 (social already used 3), so the workspace builds one HTTP stack. toml 1 gates Value and from_str behind the serde and std features. labs/ptbr-pdf was already current. Tested: nix flake check --no-update-lock-file in tools/ (tests, clippy, fmt) passed; nixpkgs-fmt --check clean; nix run ./tools#citation -- --check passed. zenodo's ureq 3 path was not run against the live API. To save runner time and avoid needless load, ci.yml and citation.yml no longer run on pull_request. The gate runs after the merge, on a push to main, and the local gate in AGENTS.md is still the definition of done before a PR. labs/ptbr-pdf compiles Typst and its fonts into one Rust binary, so the labs matrix leaves it out on a push and adds it only on workflow_dispatch. profile-activity.yml stays as it is: it runs on a merged PR, which is after the merge. Tested: nix run nixpkgs#actionlint passed with no findings. Co-Authored-By: Claude Opus 5.5 <[email protected]>

What
README.md: the How to cite section gives the version DOIs, v0.2.0 10.5281/zenodo.23524112 and v0.1.1 10.5281/zenodo.23311209. The concept DOI stays the one to cite.README.md, License: the MIT releases pointed at the concept DOI, which now resolves to the AGPL v0.2.0 release. The line now points at the v0.1.1 DOI.tools/: major bumps. ureq 2 → 3 (zenodo, now the same associal), toml 0.8 → 1 (sharingan, which now needs theserdeandstdfeatures), zip 2 → 9 (social), base64 0.22 → 0.23 (render). The lockfiles had no semver-compatible updates.labs/ptbr-pdfis current.ci.ymlandcitation.ymldo not run onpull_request. They run on a push tomain(after a merge) andci.ymlalso runs onworkflow_dispatch. Thelabs/ptbr-pdfmatrix entry (a Typst compile) runs only onworkflow_dispatch.profile-activity.ymldoes not change, because it runs after a merge.Consumers
Nothing to do. No lab changes.
Contributors: PRs get no CI now. Run the local gate in AGENTS.md before a PR. To check
ptbr-pdf, run Actions → ci → Run workflow.Tested
