We could eventually make this just a top level variable?

What does this change?
This change provisions an ECS service for Interactive Rendering in CODE only.
It does not send any traffic to the service.
Why?
As preparation for deploying ECS in PROD.
How has this change been tested?
This PR has been successfully deployed to CODE. I'll run some smoke tests via the bastion next.
