[TR] A11y: User instructions & screen reader updates: Zero-match search shows a blank area with no text message and filter result counts are not announced on the Devices page - #1676

- Render a visible `<p class="empty-search-message" role="status" aria-live="polite">`
inside `section.entity-list` in `ListLayoutComponent` when a search query matches
zero items ("No devices found" / "No risk profiles found").
- Inject `LiveAnnouncer` in `ListLayoutComponent` and expose a polite `role="status"`
live region to announce the matching entity count when filtering or clearing the
search query.
- Add unit tests in `list-layout.component.spec.ts` covering zero-match search states
and screen reader filter announcements.
