This change separates existing command
"fx collaborator.py generate-cert-request" command into two
commands.
"fx collaborator create -n {NAME} -d {DATA_PATH: optional}".
"fx collaborator generate-cert-request -n {NAME}".
Fixes securefederatedai#768
