Add si run to start and follow Cloud Agent runs - #8

si run list and view show your agent runs, with the end of the transcript on view. si run start --repo OWNER/NAME starts one, and the server explains when the GitHub app or your GitHub connection is missing. si run cancel asks a run to stop, and si run handoff prints the branch, prompt and command for continuing it locally. This change introduces a new si run command group to the CLI, enabling users to list, view, start, cancel, and hand off Cloud Agent runs. The CLI's command parser, main entrypoint, and command module registry are updated to support these subcommands. The run.rs command handler implements the logic for each subcommand, interacting with new client methods in the sigit-si-api crate. The API client gains methods for listing, viewing, creating, cancelling, and handing off agent runs, as well as the AgentRun model. The UI renderer is extended to display agent run lists and details. All changes are well-scoped, and previous review points appear addressed. No critical or warning-level issues are apparent in the new logic or API usage.
