`ubuntu-latest` now resolves to Ubuntu 26.04, which breaks five CI jobs (seen on #8562): - **pre-commit hooks, Dataset Config Validation, Sphinx, Post new DDL changes**: `actions/setup-python` has no 3.13.12 build for 26.04, so `action-setup-venv` fails. 3.13.13 and later have builds for both 22.04/24.04 and 26.04. - **Linting - Rust**: this job built against the runner's system Python, which is 3.14 on 26.04. PyO3 0.24.1 only supports up to 3.13. The job now installs the Python from `.python-version`. `.python-version` and the Dockerfile base image move together to 3.13.15, which is already mirrored at `ghcr.io/getsentry/image-mirror-library-python:3.13.15-slim-trixie`. Replaces #8582, which pinned the jobs to `ubuntu-24.04` instead.

ubuntu-24.04. The real fix is bumping.python-version, but the Dockerfile's base image mirror (image-mirror-library-python) has no 3.13.13+ tags yet, and bumping only.python-versionwould put CI on a different Python than prod. Each pin has a comment so we can remove it once that bump happens.
