feat(billing): Define auto top-up config protos - #504

Seer wallet auto top-up needs somewhere to store the customer's settings: whether it's on, the threshold, the credits each top-up buys, and a daily cap. All are in credits before tax. This adds the AutoTopUpConfig message and the endpoints to read and replace it. The top-up job's protos come separately.

Seer wallet auto top-up needs somewhere to store each organization's settings. This defines only that:
AutoTopUpConfig:enabled,threshold_credits,top_up_creditsanddaily_cap_credits, keyed by organization andWallet(onlyWALLET_SEERfor now). Every amount is in credits before tax.GetAutoTopUpConfig: returns no config when the organization never saved one.UpsertAutoTopUpConfig: replaces the config or creates it.The config doesn't record whether a top-up is running or failed. The off-cycle invoices that buy the credit already record that.
The getsentry side that stores and edits the config is getsentry/getsentry#22990. The top-up job's protos (listing enabled configs, the idempotency key, the wallet balance) stay in #495, which will drop these files once this merges.
