The
backend-pytest job onmainhas been failing sinceubuntu-latestmoved to Ubuntu 26.04.actions/setup-pythonhas no Python 3.9 build for 26.04, and 3.9 is end-of-life anyway. This moves the Python backend to 3.13 in CI and in
backend-py/Dockerfile. Only two pins needed bumping because their old versions don't compile on 3.13:greenlet1.1.2 → 3.5.6 andpsycopg22.9.3 → 2.9.13. Flask, Werkzeug, and SQLAlchemy stay on their current versions, and no app code changes. This stops at 3.13 on purpose. Python 3.14 removes
ast.Str, which Werkzeug 2.0.3 still uses, so moving past 3.13 means upgrading Flask/Werkzeug. The lint workflow stays on 3.9 onubuntu-24.04. It's green there, and itsflake84.0.1 hook would need its own upgrade to run on newer Python.via matt.duncan.
