GitHub retired the ubuntu-20.04 hosted image, so backend-ts, frontend, and lint jobs sat queued with no runner to pick them up. Co-Authored-By: Geoff Goldsmith <[email protected]>
actions/setup-node@v2 uses the retired legacy cache service and fails with 'Cache service responded with 400'; move to v7. check-jsonschema 0.16.0 bundles a workflow schema that predates the ubuntu-24.04 runner label. Bump to 0.33.3, the latest release that still supports the lint job's Python 3.9.

Moves the CI setup action, the
backend-tsandfrontendDocker images, and Volta from Node 16 to 24 (24.22.1 for the Volta pins). Node 16 is end of life and got no release for the eMudhra/emSign CA compromise; Node 24.22.1 updates the bundled root store to NSS 3.131.1 and rejects TLS chains that contain the compromised keys.To get CI running again, this also moves the workflows off the retired
ubuntu-20.04runners, bumpscheck-jsonschemaso the workflow schema check knows the new runner label, and bumpsactions/setup-nodefrom v2 to v7, because v2 uses GitHub's retired cache service and fails withCache service responded with 400.backend-tsnpm run lintalready has 1 prettier error in code this PR doesn't touch, and CI doesn't run that lint.The setup action also sets
