feat(skills): sync deep-modules and tanstack-tools with Jarvis main

Summary

terzo-ai/jarvis#135 merged with changes after #33 copied it. This PR copies deep-modules and tanstack-tools from Jarvis main at bc77f72. The other four skills from #33 already match Jarvis main.

skills/README.md takes the new deep-modules description, and a patch changeset covers the change for consumers.

Evidence

• Before: diff -r between Jarvis main and Operator main reports 5 changed and 3 missing files in deep-modules, and 3 changed files in tanstack-tools.
  After: diff -r reports no differences for both skills.
• bun run lint:skills passes: every router is under 150 lines, and a link from SKILL.md reaches each new topic file.
• On macOS, bun run quality fails on this branch in operator-release/main.test.ts, oxlint-policy.test.ts, and several tests that time out after about 620 s. The same tests fail on a clean origin/main, and they pass on 017d26c. CI on main is green, so this is a macOS-local regression on main and not part of this change.
