cleanup remove needs a remote copy of every commit of the attempt, through git branch --remotes --contains <commit> (modules/operative-cleanup/inspect.ts).
A cherry-pick and an amend make new SHAs, so the attempt's own commits never reach a remote, and removal blocks.
Settle the proof (a patch-equivalent commit on a pushed branch, or a push of each attempt branch), and which ADR 0010 decision it amends.
