Pin j2k-core, j2k-metal-support, and j2k-mpsgraph-support to the matching 0.11.1 release so the Metal support and MPSGraph graph owner resolve from one J2K release line, and move cudarc to 0.19.10. Both lockfiles take the latest semver-compatible patch releases (thiserror 2.0.21, crossbeam, syn 3.0.6, and others). Version references in docs/releasing.md, docs/cuda-backend.md, the MPSGraph README, and THIRD_PARTY_NOTICES.md are updated. No source changes were needed.

Validation on an M4 Pro: cargo clippy --workspace --all-targets --all-features -- -D warnings; cargo test --workspace --all-features --release (255 passed); cargo test -p jxr-mpsgraph --test metal -- --ignored --test-threads=1 (7 passed); T.834/T.835 conformance CPU 517/517 and Metal 517/517; fuzz crate cargo check. The CUDA hardware workflow was not run for the cudarc patch bump.

Pin j2k-core, j2k-metal-support, and j2k-mpsgraph-support to the
matching 0.11.1 release so the Metal support and graph owner resolve
from one J2K release line, and pick up cudarc 0.19.10.

Refresh both lockfiles to the latest semver-compatible patch releases
(thiserror 2.0.21, crossbeam 0.8.8/0.9.21/0.8.23, syn 3.0.6, and
others) and update the version references in the release, CUDA, and
MPSGraph documentation and third-party notices.
