UPSTREAM.md lacks rows for two merged behaviour changes #41

UPSTREAM.md's table of changes upstream does not have lists every merged behaviour change of this fork. Two have no row:

• A -run name no rule has, and a regexp that does not compile, are refused #24: a --run name no rule has, and a regexp that does not compile, are refused.
• Count subject characters, and refuse a range git cannot resolve #39, once merged: the short-subject rule counts characters, and a --range git cannot resolve is an error outside a shallow clone.

One documentation PR adding both rows, in the table's two-column style, after 39 merges.
