Sync vendored specs from flashduty-docs main and regenerate: - new Artifacts service: AI SRE artifact gallery CRUD, publish-from-file, file-state, public share enable/sync/revoke, sign and stream - StatusPages: add draft create operation

Syncs vendored specs from flashduty-docs main and regenerates. Adds the Artifacts service (AI SRE artifact gallery: CRUD, publish-from-file, file-state, public share lifecycle, sign/stream) and the status page draft create operation. Build and tests pass.
