docs(openapi): publish AI SRE artifact gallery APIs - #349

Add 11 safari artifact endpoints to the public OpenAPI surface (en/zh):
gallery get/list/update/delete, publish-from-file, file-state,
share enable/sync/revoke, sign, and stream.
- safari.openapi.{en,zh}.json: +11 paths under tag AI SRE/Artifacts
- consolidated openapi.{en,zh}.json: same operations injected
- docs.json: Artifacts nav group for the safari spec
- api-catalog.mdx: artifact endpoint rows in the AI SRE section

Adds the 11 safari artifact endpoints to the public OpenAPI surface (bilingual specs + consolidated specs + docs.json nav + api-catalog). Lint gate passes (12 spec files, no violations).
