Plugin 0.8.13 is npm latest and the catalog selection, and Production runs the Compiler it describes, which emits a Policy it cannot lower as a stub: the rule denies and its relation scope raises. The plugin manifest at the tagged commit still declares only create-full-stack-app, so the wrapper, setup, guide, and fixtures need no change.

The plugin manifest at that commit still declares onlycreate-full-stack-app; CLI stays at 0.8.2.Docs: none, because only the pinned Skill revision and its comment change.
