Shout out on demand #128

In the admin console or website, I want to add a new button in the quick action to do a shout out.
When pressed it should ask me the username for the shout out, Then pass it to the new AI capability to do the shout out.
In short, that's a way to on-demand trigger with the specific user instead of waiting for two messages.
