Companion of eisop/checker-framework#2218 (typetools 3.55.0). The one typetools/jdk commit of the range,
Pattern.pattern() and Pattern.toString() return a regex, is an empty commit here because this branch already has the stronger@PolyRegexannotations; plus 12 qualifier files aligned with the Checker Framework for the JDK consistency check (3.55.0 changed their Javadoc). Merge together with the Checker Framework PRs (CF first, then this, within minutes).
