Prepares #44 without closing it: adds MIT licensing and a curated changelog, constrains crates.io metadata and archive contents, documents the one-time first-publish bootstrap, adds a future short-lived-credential release workflow, and adds a standalone exact-version registry consumer plus four release-contract tests. Publication and the post-publish registry smoke remain required before #44 closes. Local verification passed formatting, warning-denied Clippy and rustdoc, 318 unit tests, every integration suite, 55 doctests, Rust 1.85, the official cargo publish dry run, and a warning-denied consumer built from the 195-file packaged source.
