dev now requires 'Analyze, test, build Android'. With paths-ignore on pull_request, PRs touching only supabase/, bookbridge-rust-core/, landingPage/ or docs never report the check and cannot be merged. Co-authored-by: Copilot App <[email protected]>

A required check that never runs leaves the PR stuck on "Expected — waiting", so PRs touching only those paths (e.g. the upcoming RLS-policy migrations) could never merge.paths-ignorefrompull_requestonly;pushfiltering is unchanged.Test plan: this PR itself must show the check running and passing.
