CI-only sync authorized by the maintainer. This changes only GitHub workflows and workflow contract tests; no runtime code, dependencies, recipes, docs or version numbers are merged into main.
The default branch owns workflow_run orchestration. Resolve exact dev/release source SHA, build ROS-free defaults, keep ROS message releases independent, and attach companion wheels only to official releases. Optional ROS2/full publication does not overwrite an already-published default package or emit a misleading core-package provenance record.
Local validation: 12 workflow contract tests and actionlint passed. Business changes are in PR #321 targeting dev.
