Adds the `deco serve` connection model: parsing the `/site-editor#endpoint=…` link, loopback-only endpoints, probe classification and retry backoff, plus its en/pt-br copy. Adds `@decocms/blocks` to apps/web (only the web hunk of bun.lock). Pure module with tests; nothing consumes it yet.
