feat: add the process subcommand for file conditioning - #60

- src/commands/process.rs: new `process` subcommand that reads an audio file, runs the conditioning chain and an optional resample over it, and writes a mono file. Reads WAV/AIFF/FLAC (8/16/24/32-bit int, 32/64-bit float, mu-law, A-law); writes WAV/AIFF/FLAC 16-bit, format from the output extension. Reuses the capture conditioning flags (--dc-removal, --highpass, --agc, --limiter) and adds --input, --output, --rate. Built via decibri::File::buffer so the source rate is known and the output can be reported exactly. - Cargo.toml: add decibri-decode (already in the lock via decibri's capture feature; no new package) - src/conditioning.rs: shared conditioning helpers extracted so capture and process reuse one mapping rather than duplicating it - capture: --rate now validates its range at parse time (exit 2 on an out-of-range value, previously exit 1 from the library) - README, CHANGELOG, tests
