Loom 0.15 changes how defaults are declared and moves author checks into lint and assembly tests. Upgrade the CLI, host admin CLI, and sandbox together, preserving their default formats and format order while adding the new checks to the existing verification gate. The CLI cutover remains in MMR-555.

Audited caught failures, argument configuration, dotenv settings, and removed APIs; current callsites need no further migrations. The Loom-based host admin and sandbox commands now use silent exit 141 for closed stdout pipes; the released CLI remains on its existing entrypoint until cutover.

Validation: bun run verify (5,067 Bun tests and 1,069 UI tests passed; 18 opt-in integration tests skipped), bun run test:host (7 passed), frozen lockfile install, changelog validation, and bun outdated -r (empty). The verification run includes the full CLI parity harness. All three Loom lint rules were confirmed with a temporary negative probe.

Independent Architect and Breaker reviews passed. Fresh verification found one changelog wording issue, corrected to distinguish the released CLI from the Loom applications.
